ABOUT THE JOB

We are looking for an HR Project Manager, who is responsible for cross-functional coordination (HR, IT, Finance, Operations, CEO Office, Country Heads, etc.) to:

    • Standardise, update, and roll out the Management Handbook and Competency Index (CI) Framework across the Group.
    • Translate policies and regulations from the Handbook into practical operating procedures at each subsidiary or country.
    • Ensure all Heads, Country Directors, and HR Managers understand, comply with, and properly apply the Group’s competency frameworks, grading system, and HR policies.
    • Act as the “knowledge keeper & process enabler” — owning the organisational management knowledge base, ensuring consistency, and maintaining continuous improvement over time.

 

ROLES & RESPONSIBILITIES    

Handbook & CI Framework

    • Update, compile, and release new versions of the Management Handbook and CI Framework.
    • Standardise content across different tracks (Management / Expert).
    • Manage version control, documentation repository, and internal communication via wiki / Notion / Intranet.

Policy Governance

    • Consolidate all existing HR policies across subsidiaries.
    • Identify overlaps, inconsistencies, or misalignments.
    • Draft, review, and submit new or revised policies for approval and implementation.
    • Maintain a centralised policy repository and ensure version control.

Implementation & Training

    • Design and deliver training/workshops to ensure all Heads and Country Directors fully understand and apply the Handbook and CI Framework.
    • Monitor implementation progress, collect feedback, and recommend improvements.
    • Facilitate knowledge transfer across entities.

Cross-functional Coordination

    • Act as the liaison among HR, Finance, Operations, and CEO Office to ensure alignment across systems, policies, and operational processes.
    • Ensure consistency between the competency framework, reward mechanisms, and operational structures (e.g., P&L, reporting lines).
    • Track project progress and report regularly to HRD/CEO.

Audit & Compliance

    • Monitor compliance across subsidiaries with Group policies and frameworks.
    • Work with HRD/CEO/Country Heads to address deviations and propose corrective or improvement actions.

Report to: CEO & Acting HRD
Promotion: Can be promoted to HR Manager, HR function services. 

REQUIREMENTS

Qualifications

    • Bachelor’s Degree in Human Resources, Business Administration, Economics, or related fields.
    • Preferably experienced in HR Governance, PMO, Policy Management, or Change Management.

Experience

    • Minimum 7 years of experience in HR, preferably in OD, HRBP or HR Project roles.
    • Proven experience in building, standardising, or implementing HR processes/policies.
    • Experience in a multi-entity or regional organisation is a plus.

Skills & Competencies

    • Strong Project Management and cross-functional coordination skills.
    • Excellent communication, documentation, and policy writing skills in both English and Vietnamese.
    • An analytical and systems-thinking mindset.
    • High proficiency in MS Office / Google Workspace; familiarity with Notion, Confluence, or HRIS/BPM tools is an advantage.
